Setting a sleeve smoothly without any puckering at the cap

No matter how carefully I ease the sleeve cap on before setting it in, I end up with small puckers along the top curve, usually two or three little tucks rather than a smooth line. I do run two rows of gathering stitches and distribute the ease evenly with pins before sewing. Do you set the sleeve flat or in the round, and does that actually change the outcome here? Wondering if my ease amount is just too generous for the armscye I'm working with.
