Underlining versus interlining for a structured winter coat

Working on a structured winter coat and trying to understand the actual difference in practice between underlining and interlining, since a lot of resources use the terms almost interchangeably. My understanding is underlining is fused or basted to the fashion fabric before construction for support and opacity, while interlining sits between the shell and lining purely for warmth. Is that distinction accurate, and does a heavy wool coat typically benefit from using both layers together?
