Juki TL-2000Qi tension looks perfect on top, loopy underneath

The stitches on top of my fabric look flawless on my Juki TL-2000Qi, but every seam has these little loops on the underside once I flip it over. I've rethreaded from scratch twice, checked the bobbin is inserted the right direction, and even swapped bobbins entirely. This is a straight-stitch only machine so there's less to troubleshoot than a regular zigzag model, which makes this more frustrating. Is this a top tension dial issue or something deeper in the bobbin case tension spring?
